First thing I thought: earpiece, but he was too dumb to realize he was being instructed to act, not speak. I'm waiting for a future address like, "My fellow Americans, pause for dramatic effect, thank you for joining me today, pause again for applause."
Interdasting -- but this would mean Biden would have to have a live video feed following him (or probably even 1st person perspective) so the "voice" would know when and what to talk about.
