Amendments to the Smith-Mundt Act in 1972 and 1998 further clarified the legal obligations of the US government's public diplomacy apparatus and several presidential directives, including Reagan's NSD-77 in 1983, Clinton's PDD-68 in 1999, and Bush's NSPD-16 in July 2002 (the latter two still classified), have set up specific structures and procedures, as well as further legal restrictions.
So if the argument is that Q is a PSYOP (good or bad) it would be illegal under US law either way.

Yes, one thing I can say, regarding my own reactions, and thoughts..."Wait and see" is almost a mantra. I do my best to stay neutral. I'm not always successful, but fairly often I can just sit back and watch, rather than lose my marbles over something.
