Sleepy Joe is at it again!!!! He's always acted a little weird but....... Wait till you see this. I have to agree, it does seem a bit strange but then again, he needed a teleprompter and still could not seem to grasp that he wasn't supposed to repeat everything that was said in his ear from his earbud.
