I'm working on the enhanced video, I had to adjust the gamma, and some other stuff to get it pretty clean. The editing looks intentional, and there are people standing, bottom right, so I imagine it's daylight, maybe color. If someone wants to scale this image up 4x for free on www.letsenhance.io (will cost me another email account), we can look at the cars, and determine the year.
