Sounds very plausible. There are sure to be many booby traps to be dismantled, and nuclear and other WMDs are no doubt a possibility. That must be why it has taken so long and has to be done so carefully. They plan to go out with a bang if they can't escape or get a deal. Patience.

Perhaps we will find out what is meant by taking precautions against fallout. It doesn't mean it can be totally avoided if the enemy is prepared to scorch the planet on the way out. Patience is a virtue. Few people know what we are really dealing with. We can only imagine the worst and hope for the best outcome with fewest casualties.
