I work in a small hospital lab and a positive and negative swab (quality control) is performed on each new lot and shipment of tests. This applies to all tests in the lab; pregnancy, Strep, Flu, RSV, Clostridium difficile, Mono, HIV, drug screens, and the list could go on. This has always been a requirement to meet CLIA requirements. it is to ensure the quality of the test before any tests are run on patients. Quality control is a big part of providing quality care to patients. Hope this clears it up a bit for you.
This is a control swab, as you can tell from the circled in area. Not a test swab.
These are for calibrating the devices that test the actual swabs from people, and to confirm they work as intended.
Nothing to see here.
Can they pick which test to use? Depending on if they like the person or not?

Fact check: A positive control helps to diagnose faults in COVID-19 tests | Reuters
A Facebook post with a picture of a positive control for a COVID-19 test misleadingly describes it as a positive test kit and suggests it may be “preloaded with the virus”.

They say they have no isolated covid virus sample, so what do they use for the control?
