FAAAAAACTS was told the old milk carton kids and numbers were ones they were selling the ones in the know, knew who to contact to kill them, torture them etc. Primary part, i.e. what they deem the useful idiots and we would say the honest folks at the lowest rungs mostly do not know, would never be in the know. Traded them like playing cards for sport the milk containers, the ones in the know.
