You aren't looking at the gardens. You are looking at the actual W.H. fascia trim. Did they remodel the exterior trim of the building?
If you find a higher resolution picture, they are actually there. In the picture with Prezident Trump, they are clearly visible, because the sun shines from a different angle, so it make the shadows long and sharp. In Bidet event picture the shadows are very soft because of the light. George News confirmed the event had taken place in the Rose garden.
