Trump is probably just going to be declared winner based on fraud by his opponent (Biden). This Q drop appears to be very weakly linked to anything on Mar 11. Elections won't be held till after the storm and there won't be voter intimidation, because the military will provide security. 11.3 probably has to do with Army regs to deal with occupation of enemy territory (DC).
