They are discussing how they can do an end around the constitution to build an attorneys building downtown by changing the wording to a lease rather than a 30 yr. loan which requires a 2/3 vote by the people. By calling it a 30 x 1yr. lease they can move forward with spending our tax payer money without our vote. [They are standing on 1 supreme court case to proceed in this underhanded end around the constitution] 😡😡😡😡😡
