Wasnt this the symbol of Ninutra the original God of farming, healing, hunting, law, scribes, and war the son of Enlil that recovered the Tablet of Destinies from the evil Anzu bird and killed it. Wasnt his wife was one of the Gods that supposedly helped Noahs family after to floods? Is this the symbol he carried or something else?
You definitely know a lot about ancient Sumerian Mythology. From what I can gather, this may or may not be Asher. The symbol shows up in reference to various Sumerian, and later cultures Gods/Kings. Sometimes the God/Kings, are out of the wing/tail/breastplate/halo shape, like below.
