The only reason I see that could explain all this circus would be the need to keep all this secret while identifying all the people who participated in this betrayal. I really hope this is the case, but my logic tells me that it would have been more efficient to have SC give the order to seize all the voting machines immediately, and to prevent everything from being erased.
