I see the eye in a lot of public architecture, including this "bird's eye view" (I never would have seen it otherwise) from Manhattan/Roosevelt Island Tram of parking circle in front of new hospital. It's an EYE. Also, many police stations, if you watch true crime shows, have glass vestibules in front of the building in the shape of an eye, visible from above.
Their symbology is everywhere
