Cites decline in pupils as the reason.

Well, yes, probably because Brum's whitey population in that area is now tiny.

If whitey doesn't start popping out 3 or more kids, whitey will be extinct.

It used to be 2.4 kids to sustain a population, but as one demographic pops out 4, 5, 6, 7, what hope is there.
