Kat, I cannot find anywhere (in 10 U.S. Code Subtitle A Chapter 13 Part I - INSURRECTION) any LAW THAT REQUIRES THE PRESIDENT TO PUBLICLY ANNOUNCE THAT THE INSURRECTION ACT HAS BEEN INVOKED,
but I did find a Law that simply requires that the President proclaim that "insurgents" disperse and go home in peace (and our Wartime President already did that on January 6, 2021).
10 U.S. Code § 254 - Proclamation to disperse:
"Whenever the President considers it necessary to use the militia or the armed forces under this chapter, he shall, by proclamation, immediately order the insurgents to disperse and retire peaceably to their abodes within a limited time."
So it kinda seems like these Insurrectionists may have been in CHECK MATE for quite some time, and that they're just digging their already deep holes even deeper...
Announcing that the Insurrection Act is "Invoked" might just be a public courtesy. 🤔
