THAT ACT BY ITSELF CONSTITUTES A DEADLY THREAT against anyone on the other end, especially to Law Enforcement.

The gun being reached for doesn't even have to clear leather to JUSTIFY the use of Deadly Force.

Just reaching for that "Smoke Wagon" is ENOUGH, and it's been that way since Firearms were invented.
