It hasn't been Officially Announced, because by my research and according to 10 U.S. Code Subtitle A Chapter 13 Part I - INSURRECTION, there is no requirement for the President to publicly announce the INSURRECTION ACT.
There is, however, only a requirement to tell the People out in the streets TO GO HOME IN PEACE, 10 U.S. Code § 254 - Proclamation to disperse...and Wartime President Trump did that on January 6, 2021, because CONGRESS that day was insurrecting by certifying a fraudulent election.
Then, there was a peaceful transition to Military Power on January 18, 2021, just 12 days later, and our Troops flooded into "DC".
So I say we have been under the INSURRECTION ACT this whole time.
So those Insurrecting are FOOKED, IMO.
