I don't believe it's 8 - 10 years...
I think the point is things are changing...consequences are changing.
In my opinion it is preparing for a build up to Death Penalty.
Trump spoke of Death Penalty.
Also when involved in this stuff..it doesn't usually stop at Trafficking only.
