​1. THE SHADOW ARMY: THE SENIOR EXECUTIVE SERVICE (SES)

​While the public focuses on the "President," the actual operation of the United States government is controlled by a permanent, unelected bureaucracy created by the Civil Service Reform Act of 1978.
​The Structure: Approximately 8,000 career officials who cannot be fired by the President. They sit atop every Federal Agency (DoJ, FBI, DoD, CIA, DHS) and key financial regulators.
​The Function: They are the "continuity of government." When a President issues an order, the SES decides if and how it is implemented.
​The Paymaster:
