Not the same meaning as "invoke".
"Institute" in Webster's Dictionary means "to get going" or "inaugurate", also a synonym for "initiate" or "launch".
"Invoke" means to "put into effect" or to "implement".
Could it be that POTUS didn't use the word "invoke", because the INSURRECTION ACT is already INVOKED and PUT INTO EFFECT? 😍
...and now comes the "launch" or "initiation" of THE ENFORCEMENT ACTION OF THE INSURRECTION ACT? ⚖️ ⚔️🪖🇺🇲
To my knowledge, there is no requirement under 10 U.S. Code Subtitle A Chapter 13 Part I - INSURRECTION for The President of the United States to have to PUBLICLY ANNOUNCE the implementation of the INSURRECTION ACT.
There is, however, the requirement under 10 U.S. Code § 254 that the President issue a "Proclamation to disperse", and he already did that on Jan. 6, 2021.
