What you are looking at is a declassified CIA document that describes a technique for inducing amnesia via brain concussions without external injury so the subject wouldn’t remember what happened. In their own words, “brain concussion is always followed by amnesia for the accident.”

They were studying how to erase memory. The document goes on to explain that once the CIA realized the project would involve human experiments not justifiable on medical-therapeutic grounds, it was moved under Project MKULTRA so it could be funded and hidden through “more secure methods.”
