A mother and stepfather of a 14-year-old girl in Alabama have been arrested and charged with child abuse and animal cruelty after the teen was hospitalized. The girl claimed that she hadn't seen her parents, Marchelle Lynn Pertilla and Eugene Medrano, since Oct. 31.
