One thing for sure, you cannot build with any member of society that can't acknowledge the rules they agreed to play by.
The laws are very specific however if they hate you and the legal course cannot punish you won't accept the outcome.
If they like you and the legal course punishes you they won't accept it.
They don't believes in actually changing laws if they are crooked.
