The law: Excessive fines, cruel and unusual punishment, attainder, forfeiture of estate, indefinite imprisonment, and unreasonable detention of witnesses are forbidden.
Not the law: County governments can impose debilitating fines for ticky-tack reasons, and the fines can increase every day until a public official decides that the citizen has been compiled to comply with a rule. Public officials, friends and families of public officials, political campaign donors, and special public employees including Tha Police shall be exempted from the provisions of this section.
