To make it simple for everyone:

The Posse Comitatus Act prohibits the usage of federal military forces to enforce domestic laws within the United States.

However, there is an exception to the Posse Comitatus Act, known as the Insurrection Act, which allows the President to bypass Posse Comitatus in the event of insurrection. Mind you, the actions of Pritzker and Johnson over the last few months, openly engaging in rebellion and refusing to enforce the laws in Chicago, meet the legal criteria for “insurrection”, which is also extremely vague and essentially up to POTUS’ discretion.

In conclusion, the Supreme Court confirmed that if Trump wants to send troops to Chicago, he will need to bypass Posse Comitatus by invoking the Insurrection Act.
