Yeah, problem is after the CV19 bio-weapon attack, putting that level of chaos into the world would probably mean billions more dead just as FTP says, thus defeating the purpose of this Rescue Mission. The Cabal just LOVES chaos, they EAT IT UP. Wouldn't be many of us left to rescue.
