I know one person pushed out of a university after years of having excellent grades for an unfair and cruel reason. Likely has to change career choice, and is now suicidal. University admins aren't going to help. They are heartless and cold-blooded. The average person is a nobody to them.

Parents can stop these kids in their tracks before the bad behavior gets worst. Problem is the Injustice System wants the power to dictate how we solve our problems, and therefore the rotten game continues, and victims get abused. It's not a 'Justice System' at all. Intentionally altering or creating a photo of someone which is sexually explicit and circulates on the internet must be met with heavy consequences, or it will continue. It's so embarrasing to see this culture of normalizing and dismissing inappropriate behavior. Start punishing parents with at least community service would be one effective tool should their kids harm someone else.
