California needs more than a loss of funds for not following Federal law. Why doesn't the state make them exit the truck to do inspections? At least inspections would get done. This is ridiculous. Is everybody dumbed down?

Too dangerous to crawl under the truck during an inspection with an illegal truck driver yet what percent of them get a thumbs up from the inspector, instead of restricting them from driving? Yet they are safe enough to drive on our highways? I'm sure California isn't the only one doing this sort of thing.
