Arrest documents for Jelks, 25, indicate he raped the 4-year-old child on August 1 in Baton Rouge.
The child was brought to the hospital after complaining about an injury and tested positive for Chlamydia, arrest documents show.
Jelks is believed to have primarily targeted victims between 2022 and 2025, according to the FBI.

First catch them and CUT IT OFF. Secondly put them in a cell and let them think about what they have done for the rest of their lives. Third - allow them to be mixed in with more violent inmates who can do to him what he did to the innocent ones. Let's see them experience terror like the children did.
