Yup, "bag-o-blood" just like when a young lady was "shot" in the neck inside the capital building. If you'll notice when the "blood" gushes from Charlie's neck it's a large volume of dark red blood, instantly. A jugular wound, resulting in a bleed-out, would be bright red blood, highly oxygenated, and it would spurt with each heartbeat. The neck itself holds no blood other than minimal capillary flow.
