Nicotine. Try a patch on or near the bite. Maybe even cut it into several piece & put them all over the arm.
I have put one on an ant bite, a bee sting & it helped.

We always use Creation Farm's Jewelweed Topical Mist on all insect bites - works very well - followed 15 minutes later by soaking the wound site in povidone/iodine. We then apply manuka honey ointment to seal off the wound and let it heal - once the jewelweed and iodine have reacted. All products are available on Amazon. Best wishes for your friend. 😍😍😍

I am no expert but what I think I would try, since it is a poison injected by a bug, I would try a nicotine patch.
