The passage of the Residence Act in 1790 created a new federal district formed from land donated by the states of Maryland and Virginia. It was to be the Federal Capitol.
The Organic Act of 1871 created a new territorial government for the District of Columbia. This legislation created a single municipal government for a federal district.
The district has had its own constitution which was updated in 2016. Under the Crown Corporation it formed a triumvirate of three sovereign states: City of London, Vatican City, and Washington, D.C.
1871 was a pivotal year for Organic Act turned the US into a corporation. The U.S. became a corporation owned by foreign interests.
This most recent move by President Trump is the culmination of his bankrupting the corporation in 2020 and returning the U.S. to a constitutional republic.
