Judy, I don't think they are Human.
I think they are another species or Hybrid of something EVIL that has a deficiency of Life-Force, and as such, they have to parasite Life-Force off of our Children, because a Child's Life-Force is the most pure. When they rape a child, they are accessing the lower Chakra and stealing/draining the Child's Life-Force or Energy. When they murder a Child they are stealing 100% of the Child's life force, and it's all very HORRIFIC.
I believe they are form of Parasite Species, unable to exist without our Life Energy which is why they steal it every chance they can. Even forcing us to pay unlawful taxes is a form a parasitism, they are stealing what it took our Life-Force and Energy to create or produce.
