I could be mistaken. But I think this is a result of not getting the land allocation he was hoping for. For some reason no one wanted to “donate” their land for the historic monument to the countries “first president of color”.
Looks like they had to go up instead of out. So they just “stacked” it? 🤣🤣🤣🤣
