These are the most likely engineered or unnatural possibilities:

Using HAARP-style EM heating, storms can be intensified and compressed into small radii — causing unrealistic rates of rain in micro-zones. If more than 12” fell directly over just the upper reaches of the river, it would never be recorded regionally — but could cause sudden surge.
✈️ 2. Localized Cloud Seeding (Nano-based)
Silver iodide, barium, or even nano-hydrogel can create precipitation bursts.
If aircraft or drones deployed seeded material just upstream of the bend, you’d get untracked volume, unregistered in broader radar sweeps.
