If true, I would think there has to be another means for cops to identify someone...and then there is everything else in life that may require identification at any given moment.
Replace with a permanent personal identification card?

Is it possible there is already a data base with everyone's DNA in it?
How about your image?
Your Frequency? I am pretty sure our military knows who everyone is.

I think it has be an 'immediate' means of identification which is almost impossible to fool, such as with dollar bills. Can't be easily duplicated and can be quick-scanned in seconds to show watermark. Anyone caught trying to defraud with a false identity should sit in jail for awhile. It'll cure most people, imvho.
