I believe it has to do with Operational Security and what is actually available - to Both Sides.
If actor is a Patriot, there would be situations too dangerous even for them, thus...a clone.
If actor is a bad guy, what if he is arrested or croaks? Then a clone would be needed by the Deep State to replace.
So both sides would have reasons to use a Clone(s) for Operational Security and keeping the ACT going.
