The constitution is a protective declaration
Of the rights of its citizens.
Most of These rights are extend to
official guests who have been allowed in the
country by a legal process be it a tourist visa ,
a working permit or a diplomatic permit.
A legal resident of the country is subject
To the laws governing the “ we the people”.
Voting rights are not extended
To such guests.
Any one entering(breaking in) illegally
Is a foreign invader thus legally classified
As foreign agent, enemy of the state,
An Enemy combatant. And falls under military
Jurisdiction ,not civil authority.
Any legal guests who while in the guest country
Break any of the governing laws are dealt with
By civil authorities not military.
