Theory: What if... The, "Real Joe" has Cancer and, "Fake Joe" is only pretending? Hear me out... Not that long ago, people were talking about the, "Auto pen scandal". This way they can say, "He was too weak to sign everything himself, and had no choice but use auto pen.
Sure it's still a scandal... But it gives him the, "Victim Card" that he can use and TRY to keep his auto pen... "legal".

Lunch Box, Sleepy, Dementia Joe has been buried...the have been using clones, and doubles for some time...
They covered this up and now that it is out will use the auto pen as an excuse...but there is no excuse as they committed fraud....
Well, they're not really clones... They used plastic surgery to make someone LOOK like the original. And sometimes they used latex masks.
