This looks like sewer water to me from a cruise liner.

I know when I was commercial fishing, many of the boats ran their sewer into the water.

Same as dumping the rubbish over board. Our ocean floors are polluted. And Have been raped by fishing who drags the nets on the ocean floor tearing and removing everything in its way.
