Seven years max is not enough. Those who will harm animals are just a step away from harming humans. Besides seven years is NEVER seven years. It will always be watered down to a mere nothing.
For something as bad as this, life imprisonment is appropriate. But government is never the answer. After we get rid of government, good people just kill anyone who does this.
