I speculate that it may be because there is a struggle going on between the GOP and the Governor. I am not a politician, but I suspect there is some back and forth going on because I understood that although DJT provided the funds, the documents were not signed yet and that suggests they are trying to work out oversight of how the funds will be disbursed.
