The post 911 conglomerated multiple agencies which can mean a lot of overlap and opportunities for bureaucratic waste and inefficiencies. Interim directors for different sub agencies May provide focus on tasks at hand and allow Kash to focus on his appointment as FBI direction which he was appointed to.

interim means temporary....if chasing down the bad guys...they needed input from atf regarding guns, etc. .....and needed a leader until a full time one could be found...
thats how i interpret this.
