I think it is fair to expect the same standards when handling other people's money: this means the government also needs to be drug tested and not have an active gambling addiction or anything else that puts them at risk of lying, stealing, cheating, or fraud with other people's money.

what else can they test for whilst testing for "drugs"? Maybe alternately the "Govt" shouldn't be testing anyone for drugs as part of their individual assessment matrix elements depending on the nature of the service or benefits being exchanged.
