Legislation is the tool of choice, initially a scalpel, but eventually, it will become an axe.
Tiny pod homes in 15 min city zones, will not tolerate pets, let alone the ultimate atv, that requires land, and places to ride, both of which will become scarce.
1 online bullying based on the 'mistreatment' of (insert animal type), but never ever aimed at the actual parties who do abuse animals...
2 screeching becomes louder more common (or appears to be so, as these groups all focus their energies on specific areas) until eventually all who have (animal) are described as, and perceived as abusers.
3 legislators start to hear and see the trend
4 legislation begins by dictating the way (insert animal) is kept. Then becomes more draconian, more restrictive until the final blow the outright banning of ownership.

Yeah, dragging a horses head on a stick, over jumps, and (I kid you not) doing 'dressage' with it, is going to become the substitute for REAL equine dressage, show jumping, cross country...
