Here we have a recent call for biosecurity which probably includes some biometric id and it sounds like more surveillance which many of us are not keen on. Look at the last paragraph and then the authors who are likely in Canada. I would argue that we did learn from the last pandemic and the first response is to close the Southern border and to get Canada to strengthen their border. The strategy is called prevention. Then we see we have a list of proposed countries for potential travel pauses and my guess is that strategy is in response to hints the next pandemic is on its way and probably will come on a plane.
