Not so long ago I went through a nearly full year-long IRS audit that went through several of my businesses (several years' business worth of each) and all my personal earnings/filings...literally camped out at my CPA's offices with a desk and room of their own going through record boxes stacked to the ceiling... After all that, the IRS audit's conclusion was that I owed them $0.00 dollars.
You would think I would have been happy & relieved over that.
NO.
My CPA charged me by the hour, so by the time that near year-long audit was finished I had to pay his firm over $60,000+ in fees. (Might have been $80K made me so mad that I forget.) An entire year's salary ++ out the window.
And no, my CPA who was considered one of the best around NEVER told me that the IRS was founded as a Private Trust in Puerto Rico, that the 16th Amendment was never properly ratified, NOR that payment of Federal Income Tax was totally VOLUNTARY.
Not a PEEP. 😡

At this point from a restitution standpoint, I would be happy just to see all Americans REFUNDED all income & property taxes they ever paid during their lives, plus interest, plus penalties this time paid TO THE PEOPLE. More than enough Cabal assets have been seized to do that.
Same goes for banking interest, because mortgages & other loans were all Fraud, too.
Those taxing us were all Private, Foreign Corporations (or Offshore Trusts as in the case of the IRS) and they never had a right to tax any Americans one penny - it was all Criminal Fraud.
It was all the biggest Fraud and Theft EVER against the American People, and of course Fraud is a Crime and there are penalties for that, too.

I believe that "debt" was paid off by the Office of Military Settlements with seized Cabal money many years ago, and yes the fraudulent debt we are watching on the US DebtClock is related to the USA INC. (est. 1871-8178) foreign owned entity which is defunct and dissolved and which was not our lawful government anyways, just the biggest Fraud ever perpetrated against the American People, just as you say.
