High winds and dead winter grass are an annual recurrence. There isn't any new danger and farmers and ranchers build their homes and barns with fire breaks.

Large swaths of prairie burn naturally from lightening strikes every spring. Its part of the natural cycle of life. A month after a prairie fire, the ground will be lush with fresh green grass. Fire becomes a real problem and is feared shortly before the summer wheat harvest. Right now the winter wheat fields are green grass and the row crops (corn, beans, milo) haven't been planted. Those fields are barren without anything valuable to burn. After harvest some fields are burned to kill off weed's seeds so chemicals aren't needed.

This is either media hyperbole to sell advertising or its predictive programming for a DEW attack. Or maybe both.

or cover so the good guys can do all they can do?!

I find that highly unlikely. The water table under much of the plains is only a few dozen feet down. There aren't tunnels or caves of any significance. Topsoil is the top 12-36". Under that is typically a mix of sand and clay, mostly sand. Any cavities collapse because there is very little rock, none of it is hard rock.

Any human trafficking would be in cities. Some of the barns are used for meth labs but that's about it. There just aren't enough people to cause police or mil to need cover for any potential ops.
