What do the Subjects get? Not just the dead and families. Subjects and Shedding?

Can't help but "Wonder" WHY those states & why NOT all the others? Any ideas?
I can think of 5 states right off the top of my head that are not on that list that were front and center with experts and driving the narrative and the science and the pandemic response.
