IMO, it seems to go back to at least late 1940's around end of WW2 with operation paperclip & CIA.
McCarthy, Eisenhower, Kennedy tried to warn people.
However might be as early as late 1920's with the depression, taking peoples gold, putting US on the "gold-backed" FED reserve note and funding WW2.
